QUALIFICATION STATEMENT
Anthony Togba is the owner and President of APT Construction Services, LLC (APTCon). He has over 25 years of experience in construction management on at-risk projects and construction management agency projects. He has served several different roles over years including but not limited to Deputy Assistant Director of Construction Support, Area Construction Manager, Program Manager, Resident Engineer and Project Manager.
Anthony returned to Atlanta Airport in January of 2019 and served as Area Construction Manager Airside / Landside. In 2020, Anthony’s area of responsibility increased to include Parking Element, Facilities Element, and the Noise Improvement Program. He served on various projects at Sr. Management Level. His staff consisted of Resident Engineers, Project Engineers, Field Inspectors, Office Engineers, Schedulers and Safety Managers.
Previously, Anthony served as Program/Project Manager of the Liberia Airport Authority Project Implementation Unit, the lead project management consultant for the Rehabilitation and Upgrading of Runway 04-22 and the construction of new modern international terminal and at Roberts International Airport in Liberia, West Africa.
Anthony also served a dual role as the Deputy Assistant Director of Construction Support Services for Hartsfield-Jackson Development Program and Area Construction Manager for the Airfield Element. Anthony was a member of the Hartsfield-Jackson Construction Management team, a joint venture team of professionals selected by the City of Atlanta to manage the construction of Runway 10/28 and other projects associated with the $5.4 Billion Hartsfield-Jackson International Airport Development Program (HJDP).
As Deputy Assistant Director of Construction Support Services, he had the responsibilities of providing oversight of the program’s construction management operations, construction management staffing and assignment, and quality assurance. Anthony supported all construction projects within the Hartsfield Jackson Development Program. The projects are mix of vertical (building) and horizontal (civil – runways, roadways, embankment etc.) work. Anthony reported to the Assistant Director of Construction Support Services.
As Area Construction Manager, he has the responsibility of managing the day-to-day construction management operations of all airfield projects. Anthony reports to the Programs Assistant Director for the Airside/Landside element. Anthony’s staff includes several Resident Engineers, Assistant Resident Engineers, Field Inspectors, Safety Manager, Estimators, and administrative support.
As Resident Engineer at the Atlanta Airport and as Project Manager on “at risk” projects outside of the Atlanta Airport projects, his responsibilities included managing the day-to-day operations of assigned projects; negotiating and writing all subcontracts and purchase orders; developing, monitoring, and updating the detailed Project Master Schedule; controlling all budgets and costs, approving all pay applications; supervising and managing the on-site staff; and supporting the Project Superintendent with any needed resources.
Prior to Anthony’s participation in the Transportation Sector projects, He served as Project Manager on several “at-risk” Projects, including but is not limited Government Building, Retail Shopping Center, Commercial, Highrise Apartment projects.
Anthony has gained the respect of the Liberia Airport Authority in Liberia, the City of Atlanta Department of Aviation, and HJDP Program team. He has consistently demonstrated the core values of professional ethics, teamwork, and cooperation. Anthony has successfully led his project teams under extreme circumstances while getting other team members to maximize their performance.
